Oujda, Morocco – In an era where geopolitical crises and social tensions dominate the headlines, a quiet Moroccan city is capturing the world’s attention. Oujda, located on Morocco’s eastern border, has just been recognized as the 468th International City of Peace by International Cities of Peace, a global network of communities committed to peace, social justice, and intercultural dialogue.

What sets Oujda apart is not only its historic heritage or its role as a cultural crossroads between Africa and Europe, but the bold initiative of its youth. Under the leadership of activists like Zakaria El Hamel, the city’s young leaders are reinventing the notion of diplomacy and peace—not through international conferences, but within their own community, in schools, neighborhoods, and local forums.

“Peace is not built only in international institutions; it is also born in cities, schools, and communities. From Oujda, we send the world a simple yet powerful message: when young people believe in dialogue, human dignity, and the universal values of human rights, even a border city can become a beacon of peace for humanity.”

Zakaria El Hamel

A Youth That Inspires the World

The local initiative highlights the central role of young people in building a peaceful society. Through educational programs, intercultural dialogue projects, and concrete civic actions, Oujda demonstrates how local engagement can resonate on the international stage.

“We understood that to build a more peaceful world, we must start with our communities,” explains El Hamel. “Young people are not only the future; they are the present of peace.”

Recognition That Opens Doors

Oujda’s integration into the International Cities of Peace network offers the city unique opportunities for international cooperation, educational exchanges, and cultural partnerships. This recognition positions Oujda as a model for cities worldwide, proving that peace can emerge from citizen will and local commitment.

Voices for Humanity: Oujda on the World Map of Human Rights.

The city’s global visibility was further amplified when Voices for Humanity filmed an episode in Oujda, dedicated to the story of Zakaria El Hamel, recognized as Morocco’s most outstanding peace and human rights activist. Broadcast to 240 countries and territories, the episode placed Oujda firmly on the world map of human rights, transforming the city into a symbol of peace and resilience.

This international spotlight not only honored El Hamel’s lifelong dedication to youth empowerment and intercultural dialogue, but also showcased Oujda as a living example of how local activism can inspire global change.

Toward a Moroccan Citizen Diplomacy

In a regional context often marked by mistrust and tensions, the work of Zakaria El Hamel and Oujda’s youth becomes an inspiring example of citizen diplomacy—where education, intercultural dialogue, and local initiatives are transformed into global tools for peace.

Today, Oujda is no longer just a Moroccan border city: it is an international symbol, proof that social transformation, driven by youth, can illuminate the entire world.

In a world where the language of human rights is often discussed in political halls and academic circles, a young Moroccan activist has chosen a different path—bringing these principles directly to the next generation. Zakaria El Hamel, founder of the organization Youth for Peace and Dialogue Between Cultures, has reached more than 50,000 Moroccan youth, teaching them the principles and values of the Universal Declaration of Human Rights.

This initiative represents one of the most significant grassroots human rights education efforts led by a young activist in Morocco.

From Words to Reality

Adopted by the United Nations in 1948, the Universal Declaration of Human Rights established a global standard of dignity, equality, and freedom for all people. Yet for many young people around the world, these principles remain abstract concepts found only in textbooks.

Zakaria El Hamel believes that human rights must be understood not only as international law but as everyday values that shape society.
Through workshops, youth forums, school visits, and community activities across Morocco, he has helped thousands of young people discover the meaning of rights such as:
The right to dignity and equality
Freedom of expression
The right to education
Respect for cultural diversity
Peaceful dialogue between communities
By presenting these ideas in simple, accessible language, El Hamel transforms global principles into practical values for daily life

Empowering a Generation

For El Hamel, youth are not just the future—they are the present force of change.
His approach is based on a simple belief: when young people understand their rights and responsibilities, they become powerful agents of peace, tolerance, and social progress.
Instead of focusing only on activism at the political level, he invests in education and awareness, encouraging young Moroccans to:
Respect human dignity
Reject discrimination and hatred
Promote dialogue between cultures
Stand up peacefully for justice and equality
This method creates a ripple effect. Each young person who learns about human rights can influence their family, community, and peers.

Why Zakaria El Hamel Is Doing This

Zakaria El Hamel’s mission is rooted in a clear vision: making human rights a lived reality in Morocco.
For him, human rights are not merely legal documents or international declarations—they are the foundation of a peaceful and inclusive society.
By teaching the Universal Declaration of Human Rights to 50,000 Moroccan youth, El Hamel hopes to:
Build a culture of respect and tolerance
Strengthen democratic values
Prevent extremism and social division
Encourage young people to become responsible global citizens
His work reflects a long-term vision: a Morocco where every citizen understands that peace, dignity, and equality belong to everyone.
A Grassroots Movement for Peace

Through the work of Youth for Peace and Dialogue Between Cultures, Zakaria El Hamel has built a youth-driven movement that connects human rights education with intercultural dialogue and peacebuilding.
The impact goes beyond numbers. Reaching 50,000 young people means planting 50,000 seeds of awareness—future leaders who may become teachers, activists, policymakers, or community leaders committed to justice and dialogue.

Inspiring Change

Zakaria El Hamel’s initiative demonstrates that meaningful change does not always begin with governments or institutions. Sometimes it begins with one individual who believes that education can transform society.
By bringing the Universal Declaration of Human Rights directly to young people, he is helping create a generation that understands not only what human rights are, but also why they matter.
In doing so, Zakaria El Hamel is contributing to a powerful idea: that the path toward peace and dignity begins with knowledge—and that when youth are empowered with that knowledge, they can help build a better world.

Youth for Peace and Dialogue Between Cultures expresses deep concern over the escalating military strikes and retaliatory actions that threaten peace and stability in the Middle East.

We reaffirm that violence and armed confrontation can never be a solution to political disagreements. History has shown that in every conflict, innocent civilians especially young people and families bear the greatest suffering.

We call on all parties to exercise restraint, immediately de-escalate tensions, and return to dialogue and diplomacy. The future of our region must be shaped through cooperation, mutual respect, and peaceful negotiation, not through destruction and fear.

As youth committed to human rights, intercultural dialogue, and global solidarity, we stand firmly for peace, human dignity, and the protection of all civilians everywhere.

May peace prevail in the middle east.

Violent extremism remains one of the most serious threats to peace, human dignity, and sustainable development worldwide. It undermines social cohesion, fuels hatred, and destroys the foundations of coexistence. Preventing extremism is not only a security priority, but a moral and educational responsibility shared by governments, civil society, educators, religious leaders, and especially young people.

As a Moroccan youth-led organization founded in Oujda in 2005, Youth for Peace & Dialogue Between Cultures believes that empowering young people is the most effective and sustainable response to radicalization. Through dialogue initiatives, intercultural programs, human rights education, and interfaith engagement, we work to build resilience against hatred and intolerance.

Morocco, as a land of coexistence and cultural diversity, offers an inspiring model of moderation and peaceful living. We are proud to contribute to strengthening these values locally, nationally, and internationally.

On this important day, we call for:

Investing in education that promotes critical thinking and human rights

Supporting youth-led peace initiatives

Strengthening intercultural and interreligious dialogue

Addressing root causes of radicalization such as marginalization and social exclusion

Promoting digital literacy to counter online extremist narratives

Extremism is an affront to humanity. Together, through dialogue and solidarity, we can build a future where diversity is celebrated and peace prevails.

At Youth for Peace and Dialogue, we believe in the transformative power of sport to unite communities, foster understanding, and empower young people. Basketball, in particular, is more than just a game—it is a tool for dialogue, inclusion, and positive change.
We support and implement programs that use basketball as a platform to promote peace, social cohesion, and the United Nations Sustainable Development Goals (SDGs). Through basketball, we encourage teamwork, respect, and mutual understanding among youth, helping build bridges across cultures and communities.
By supporting Basketball for Peace, we aim to create safe spaces where young people can learn, grow, and become active contributors to a more peaceful and inclusive society.

The Path of Peace
As a Youth for Human Rights ambassador in Morocco Zakaria el Hamel is encouraging a new generation to
stand Up for peace and human rights in turbulent Arabic world.

LOCATED IN THE NORTHWESTREN corner of Africa, just 10 miles from the shores of
Spain, the Kingdom of Morocco is one of the most diverse and beautiful landspaces in
Africa. From the snowcapped peaks of the Atlas Mountains to the sweeping dunes of the
Sahara, Morocco has it all-including more than a thousand miles of Mediterranean and
Atlantic coastline. It is a country with European and Arab influences, a powerful and
popular monarch, and a strong Islamic base.
In stark contrast to neighboring nations of Algeria, Tunisia and Libya, Morocco has
remaind relatively terror-free ; it’s the last safe haven in North Africa. This fact can be
attributed to it being one of the most tolerant Muslim nations and to its increased security
efforts with Spain, France and the United States to fight global terrorism.
Yet the threat of extremism is ever-present, as evidenceed by the more than 2,000
Moroccans that Interpol claims have been recruited by the
Islamic State group (IS) to-fight in Iraq and Syria and the hundreds more that have joined
IS in Libya.
And this is exactly why 36-years old Zakaria el Hamel is so important for Morocco. For
almost two decades, Zakaria has dedicated himself to creating a culture of tolerence and
understanding by instilling an awareness and appreciation of humman rights.
Born in the city of Berkane in northwestren Morocco, Zakaria was introduced to equality
and religious diversity at a very early age by his father who was a human rights activist. He
studied law in university, and in 2005 he founded ‘‘Youth for Peace and Dialogue Between
Cultures’’ in Oujda, where he now lives. His goal is to foster understanding and respect
among the population by bringing young people from different religions and backgrounds
toghether to serve their communities.
While the country had many virtues, Zakaria knew it also had its share of problems. ‘‘it is
true that we live in a land of peace and harmony,’’ he says. ‘‘But
Zakaria reached further for even more Help : Working alongside religious leaders
From the Catholic, Islamic, Christian and Methodist faiths.
a lot of youth are jobless and there are many human rights abuses. We have a lot of
discrimination in Morocco. For example, if you don’t dress well and you go to the court or
to the hospital, they don’t take care of you and will throw you out because you don’t have
money.’’
As the President of youth for Peace and Dialogue, Zakaria began to meet and collaborate
with active human rights groups. He traveled and spoke at international conventions such
as the Anna Lindh Forum in Barcelona – a major civil society gathering of representatives
from Mediterranean countries to promote intercultural action.

In late 2009, Zakaria saw a notice that caught his eye : a Youth for Human Rights
International Summit at the United Nations base in Geneva. He checked out the Youth for
Human Rights International (YHRI) website where he viewed the 30 public service
announcements.
‘‘the first video ‘ We are all born free and equal’ was just magic when I watched it the
first time. That’s what touched my heart,’’ says Zakaria. ‘‘I was really interested in human
rights education and Youth for Human Rights had what we needed. We had looked for this
in the past but didn’t find it.’’

The Geneva Summit
Zakaria contacted YHRI to introduce himself and his foundation. In August 2010, he
traveled to Geneva and took part in the YHRI Summit at the United Nations as the Youth
Delegate from Morocco.
There, he met Youth Delegates from across the world and watched them present results of
their activities from the previous year. Zakaria quickly
realised that he and his people needed the YHRI materials and curriculum – not just to
promote awareness of human rights in Morocco, but to set an example for all Arab
nations.
‘‘I really admire how YHRI gathers youth from different cutures and faiths for peace and
tolerance,’’ says Zakaria. ‘‘YHRI is like a family to me.’’
Zakaria forged new friendships at the summit and returned to Morocco with boxes of
YHRI booklets and materials. He had new inspiration to help safeguard the country from
the rising threat of fanaticism in nearby lands by promoting every human right – including
freedom of religion and expression.
He presented the YHRI materials to the leaders of groups that he knew in Oujda and
other cities. He also incorporated the curriculum in his lectures and workshops to kids in
elementary schools and youth centers in Oujda. Wherever he spoke, he handed out a copy
of The Story of Human Rights and 30 public service announcements so they could show
these to the young people in the area.
Zakaria staged a march in Oujda in 2010 to mark the United Nations annual
International Human Rights Day on December 10. The event was held as part of YHRI’s
first ‘‘International Walk for Human Rights,’’an idea that was born at the Geneva Summit.
The Moroccan march was so popular that Zakaria repeated it in subsequent years.
Zakaria reached futher for even more help : Working alongside religious leaders from
the Catholic, Islamic, Christian and Methodist faiths, Zakaria next staged an interfaith
event in the Saint Louis Church in Oujda. This celebrated ‘‘World
Interfaith Harmony Week’’- a United Nations initiative to increase peace, tolerance and
mutual understanding between different faiths.
To forward the event’s theme and purpose, ‘‘Stopping Violence in the Name of
Religion,’’ Zakaria introduced participants to the Youth for Human Rights campaign and

played the YHRI public service announcement and The Story of Human
Rights documentary.

Sowing the Seeds of Tolerence
Zakaria and memberes of his team moved on to other parts of Morocco. In Casablanca on
the westren seaboard, he and his team presented the campaign to community and city
leaders. They deliveredd a human rights workshop to 200 youth at a summer camp for
Children Pioneer Organisation of Morocco. These kids, from towns and cities all over the
country, eagerly watched all 30 public service announcement videos and then talked about
how these rights could be violated. Two of the videos prompted an excited response : ‘‘We
are all born free and equal’’ and ‘‘A fair and free world.’’ In fact, when the kids took part
in a short human rights walk after the workshop, they spontaneously chanted, ‘‘ We want a
fair and free world.’’

Zakaria presented the Youth for Human Rights materials to leaders of schools and groups throughout
Morocco, including a presentation to the leaders of the group Youth for Peace.

Next stop : the ‘‘Red City’’ of Marrakesh (named for the hue of the brick in the ancient
city walls). Here, the Youth for Human Rights team distributed booklets to vendors and
peddlers in the main square and along the maze of open-air markets, called ‘‘souks.’’ The
souks of Marrakesh are the largest in Morocco and are famous for their endless array of
wares, including leather, jewelry, pottery and fabric.
Wherever they passed out booklets, Zakaria and his team were met with genuine interest.
One Marrakesh street seller told him, ‘‘When I go home tonight, I’m going to read this to
my children so that they can learn their human rights.’’
Even snake charmers and camel handlers who were busy attracting tourits stopped their
activities to read the What Are Human Rights ? booklet from cover to cover.
As they journeyed through Morocco, Zakaria and the Youth for Peace and Dialogue
Foundation introduced the Youth for Human Rights materials and curriculum to many
more like-minded

organisations. One was Mominoun (Believers Without Borders Foundation, a group that
works to forward human dignity and happiness by nurturing respect for freedom of
expression, thought and belief. In addition to requesting the full curriculum for their
headquarters in Morocco’s capital city of Rabat, the members also asked for the materials
for their branches in Jordan, Algeria, Egypt and Lebanon.
Zakaria’s message continues to resonate throughout Morocco : The Morocco
Organisation for Human Rights are collaborating with Zakaria to use Youth for Human
Rights in their workshops and in their lectures to public schools.

From the Moroccan Observatory of Education and the National Council on Human
Rights to the United Religions Initiative, more than twenty organisations and groups
formed alliances with Youth for Human Rights. Together, they now work with Zakaria and
his Youth for Peace and Dialogue Foundation to talk about Human rights all over
Morocco, maintaining the long tradition of peace and tolerance in this North African
Kingdom.

The Youth for Peace and Intercultural Dialogue Association – Morocco welcomes the founding of the International Peace Council, an international initiative launched under the leadership of U.S. President Donald J. Trump to advance peacebuilding, conflict prevention, and global stability.

The initiative, endorsed by the United Nations Security Council in November 2025, reflects a growing international recognition of the need for pragmatic, dialogue-based approaches to addressing today’s complex global challenges, from regional conflicts to rising polarization.

“This initiative highlights the importance of inclusive dialogue and shared responsibility among nations,” said Zakaria El Hamel, President of the Youth for Peace and Intercultural Dialogue Association – Morocco. “In an increasingly interconnected world, peace cannot be sustained without cooperation, realism, and the meaningful engagement of younger generations.”

The announcement is particularly significant for Morocco–U.S. relations. Morocco was the first country to recognize the independence of the United States, a historic act that laid the foundation for one of America’s longest-standing diplomatic partnerships.

The organization also welcomed Morocco’s decision, under the leadership of King Mohammed VI, to join the International Peace Council as a founding member, reaffirming the country’s long-standing commitment to peace, dialogue, and multilateral cooperation.

El Hamel further noted the importance of U.S. support for Morocco’s sovereignty and territorial integrity, including the Moroccan Sahara, describing it as a stabilizing factor that strengthens regional security and the strategic partnership between the two countries.

Beyond geopolitics, the organization emphasized the central role of youth and civil society in peace efforts. As a youth-led organization, Youth for Peace and Intercultural Dialogue Association works to promote human rights, intercultural understanding, and civic engagement across Morocco and the Mediterranean regions

“Young people must be partners in diplomacy and peacebuilding—not spectators,” El Hamel added. “Initiatives like the International Peace Council offer an opportunity to connect leadership at the highest level with grassroots action on the ground.”

The association expressed hope that the International Peace Council will serve as a practical platform for dialogue, confidence-building, and cooperation, contributing to long-term international stability and peaceful conflict resolution.

About Youth for Peace and Intercultural Dialogue Association – Morocco

The association is a youth-led civil society organization dedicated to promoting peace, human rights, intercultural dialogue, and youth participation in public life at the national and international levels.
